Supposedly, Fillmore Plaza was no longer "a desirable public space" since its closure to vehicular traffic in 1987. So what did they do? Opened it up to traffic last year, threw a canopy up in the name of landscaping, and now it's thriving again. Seems counter-intuitive to me.
